David R. Harlow is the President of ITC-Diligence, Inc. ITC was founded in 2002 as a National International Trade Consultant with expertise in Foreign Trade Zones. David Harlow represents four of the nine Grantees in Southern California and assists regions, cities, and businesses with the implementation and oversight of the FTZ Program. Currently ITC represents the Inland Empire, Palm Springs, Palmdale, and Imperial Valley; while working closely with Orange County, Los Angeles County, and San Diego County.
Meanwhile, he holds the position of Executive Director for the Southern California Foreign Trade Zone Association (SCFTZ). With a membership ranging as far north as Port Hueneme and as far south as the Mexican border, Mr. Harlow oversees the day-to-day functions of the non-profit association and implements the direction of the membership through education, marketing, and advocacy.
Mr. Harlow, a California native, received his U.S. Customs Brokerage License in 2004. He has spent the last 10 years specializing in the textile industry, footwear industry, and Foreign Trade Zone industry. He began his career with Fritz Companies and Norman Krieger Inc. Mr. Harlow spends his free time actively participating in the Brokers Association, NAFTZ, IVEDC, and the SCFTZ, but most importantly with his wife, Dawn, and two sons, Andrew and Adam.

David G. Harlow is the President of International Trade Consultants, Inc. (ITC). Mr. Harlow has held numerous positions within the International Trade Industry over the last 33 years and has gained this expertise with respect to importing, exporting, freight forwarding, customhouse brokerage, foreign trade zone (FTZ) operator management and FTZ applications. This experience also includes all aspects of transportation such as air, ocean, rail and truck carriers. As a licensed Customhouse Broker since 1979 and an author of "An Importer's Guide to U.S. Customs", he has the knowledge and experience necessary to oversee the FTZ operations of Palmdale's FTZ #191. Mr. Harlow is very familiar with economic development at both local and regional levels, while with the San Gabriel Valley Economic Partnership. During this period he organized the first San Gabriel Valley International Conference in the Valley. As the Director of the San Gabriel Valley International Trade and Development, he was able to bring numerous international resources to the region. Up until he formed his consulting business, he was the Director of the San Gabriel Valley Business and Trade Center for the Valley. His duties included setting up zone users and operators as FTZs, consulting in the application process, assisting with the daily operations, inventory control, security and record-keeping requirements. In conjunction with city resources, Mr. Harlow assisted in the marketing of the Foreign Trade Zone Program and international trade for the region.
